FLANP Legislative Update

February 21,2013

Legislative Session will begin March 5, 2013.

Baker Act Passes Second Committee

HB 9 to allow NPs and PA to sign certificates of involuntary examination passed its second house committee by unanimous vote.  Rep. Daphne Campbell presented the bill and answered many tough questions. Also testifying were Stan Whittaker, Chair of FLANP and Dr Mai Kung DNP. Dr. Kung was accompanied by a DNP student from FSU. This student shared a heart wrenching story about how this issue touched her family's life.

Kudos to the PR/Advocacy group for putting together the "binder" full of research articles proving NPs deliver high quality, safe care. This visual tool helps law makers understand that NPs are part of the solution to the health care provider shortage.

FLANP speaks with Senate President and House Speaker.

FLANP had the opportunity to speak to Senate President Don Gaetz last week at a local Republican dinner. FLANP member Abby Strickland and FLANP chair Stan Whittaker attended the private dinner. Whittaker took the opportunity to speak with Sen. Gaetz about how NPs can ease the primary care provider shortage.

FLANP sat down with House Speaker Will Weatherford today in his Tallahassee office to make the case for removing restrictions to nurse practitioner practice as a way to improve access to high quality health care. Speaker Weatherford listened intently to the problems and barriers NPs have in delivering care.

DEA Licensure Authority

Re-framing the "Controlled Substance" Issue

The FLANP board is encouraging NPs to change the language we use regarding prescribing DEA regulated medications. Use of the term controlled substances has become synonymous with drug abuse, unscrupulous physicians, diversion, and pill mills.

In order to put the focus back on patient access we are recommending that advocates speaking on this issue consider using the term DEA Licensure Authority.
Using the term DEA Licensure Authority will allow us to speak about medications that are considered the standard of care for many conditions. NPs need to be able to provide these medications for their patients.  Please feel free to print out and use when advocating on this issue.
